Hand, virtually all requested variations for post-FAR homes, as defined in the Zoning Ordinance, would go to the Council, while most homes built roughly from 1925 to 1990 would fall primarily under the jurisdiction of the Zoning Board of Appeals. She indicated that by implementing a process whereby the oldest homes are subject to an administrative process, the Village would be fostering the purpose and intent of the Zoning Ordinance to encourage renovation and restoration of structurally sound older homes. The Trustees then reviewed and discussed the items in the tables and the policy issues they raised. Trustee Woodbury inquired whether the proposed staff administrative process would be one with public notice and hearing. Attorney Janega responded that, while that is what staff contemplated, she did not incorporate it into the proposals in the tables, because the Village is not a home rule unit and thus cannot implement such a policy. Mr. Woodbury voiced disappointment at this because the appeal of staff's concept was that it would still be a public process. Manager Williams explained that, because the Village is not home rule, it can streamline the process either by folding all variations under the Zoning Board's authority, or by trying to write specific nonconformities into the Zoning Ordinance. Or, the Council could choose not to give staff any discretion, expand the nonconformities section, and wait for a decision on home rule. President Duhl expressed some concern about being able to make the nonconformity option work. He asked Ms. Janega to explain more fully how this proposal would work, which she did. Following her explanation, Mr. Duhl indicated that although he is very much in favor of pushing more responsibility to the Zoning Board, he would rather not risk giving staff discretion until the Village elects to become a home rule unit so the process can be more public. Mr. D'Onofrio commented that while the goal was to streamline the process, the proposed amendments do not do much to achieve that end. After extended discussion, there was a consensus among the Trustees to give the Zoning Board more authority with regard to 1 ; the replacement in kind of nonconforming open porches, desks, and patios in pre-FAR houses, with no change in footprint, and 2 ; any structural change that reduces the degree of nonconformity or does not increase the degree of nonconformity, regardless of date of construction. The Trustees concluded that these matters have very little impact on the neighbors. Manager Williams noted that there are five components to be resolved before amending the Zoning Ordinance: streamlining the variation process; the height issue; attic GFA; articulation, and impervious surface. He suggested that staff continue to flesh out these issues and bring them all together before the Council sometime after the first of the year. 3. Front Yard Impervious Surface Analysis. Mr. Norkus reviewed the October 14th Council Study Session at which staff outlined possible alternatives for placing additional zoning limits on impermeable surfaces, in addition to limitations on construction of driveways and associated curb cuts. Options outlined included restricting the standards for allowing curb cuts when a property is served by an alley, as well as amending the Zoning Ordinance to.

Equity markets experienced another strong month, although bourses were volatile during February. Economic data was generally positive, earnings results were mixed, commodity prices rose to record levels before falling back, and merger and acquisition activity was rife. Methods: Consecutive patients with Graves' disease median age 50 years, range 21 82 years ; treated with 131I therapy for the first time were included. Ninety-six patients group 1 ; were given prednisolone 25 mg daily for 30 days beginning 2 days before 131I therapy ; because of present or previous mild ophthalmopathy or the presence of risk factors tobacco smoking and high concentrations of TSH-receptor antibodies ; for developing this complication. One hundred and eleven patients received 131 I therapy without prednisolone prophylaxis group 2 ; . Results: The patients in group 1 were younger than those in group 2 44.6 12.0 years versus 51.3 15.1 years; P 0.001 ; . At 1 year post therapy the patients were classified as hypothyroid, euthyroid or hyperthyroid. Intrapleurally administered local anesthetic gives very good postoperative pain relief and also improves ventilatory function after open cholecystectomy. The effective pain relief after intrapleural local anesthesia seem to be due not only to a wide intercostal block but also to a partial block of sympathetic and splanchnic nerves. Ropivacaine in doses of 300 and 375 mg may be infiltrated in the cutis and subcutis without unwanted side-effects, but without difference in pain-relieving effect between the two doses. No difference in pain relief could be demonstrated between 300 mg ropivacaine to 100 mg bupivacaine when infiltrated in the wound after inguinal hernia surgery. Local anesthesia slightly reduces pain scores after surgery for breast cancer, but is of clinical value only for those with the highest pain scores.

The assessment of the efficiency of these reactions is, however, hampered by the fact that the removal of 3TC-MP is already severely compromised with WT RT. To study rescue of 3TC-terminated DNA synthesis, we used an equivalent assay as described in Fig. 2A Fig. 4A ; . As expected, the ATP-dependent rescue of 3TC-terminated DNA synthesis is almost undetectable with the wild-type enzyme, the V118I mutant, and the Asp-44 mutant Fig. 4, B and C, top ; . Rates of rescue are slightly increased in the presence of the four NAMs, and a mutant enzyme containing Asp-44 in a background of NAMs caused a significant increase in the efficiency of removal of 3TC-MP and the following rescue of DNA synthesis Fig. 4, B and C, middle ; . Such an increase is the first clear effect that can be attributed to the E44D mutation. Although the efficiency of the reaction is by far not as pronounced as seen with AZT-terminated primers Fig. 2 ; , the increase in rates of excision may be sufficient to mediate moderate levels of resistance to the drug as seen in clinical samples. We made focal iontophoretic as well as larger pressure injections n 30; 19 used for most analyses ; of the tracer biocytin in visual area V4 of six macaque monkeys. The resulting transported label enabled mapping of intrinsic inter- and intralaminar connections within the region. We found that pyramidal neurons of layers 2 and 3 make extensive lateral projections within area V4, with oval or circular patches of terminals in layers l-3. Any small patch of tissue approximately 250 wide ; injected in the superficial layers appeared to connect reciprocally to patches scattered up to 3 around the injection. The patches of terminal label measure 250-450 across, spaced roughly 600 I.crn range, 450-1300 ; center to center, and where most densely packed they occupy 33% of the cortical area with approximately 3-4 patches mm * . Small injections in layers 4 and 6 did not produce contributions to these patchlike lattice connections, while injections in layer 5 gave very weak rising contributions to the superficial layer patch system. Large pressure injections of biocytin gave wider spread and more densely labeled patches, but their size and spacing appeared much the same as with small injections. The V4 pattern of label was compared to the patterns seen in areas Vl and V2 after similar-sized injections of biocytin; patches in Vl and V2 were slightly smaller roughly 250-300 across ; and more closely spaced 425-450 center to center ; , consistent with earlier measures in these areas using HRP. The peak areal occupancy of patches was approximately the same, 27-33% in each region. We interpret these findings as indicating a functional repeat distance of 450-600 in area V4 fixed tissue measures ; with a patchy, discontinuous layout. Given the dimensions of the V4 intrinsic connectional system demonstrated here, it seems unlikely that it relates directly to the topography of specific afferent terminations or efferent neuron groups, which appear from other studies to have a larger scale of repeat 2-3 mm ; . However, patches in V4 tend to aggregate, forming clusters extended in the mediolateral direction, suggesting a possible relation to coarser connection zones.
